Wild & Scenic Film Festival announces June 5 “Foodie Films” Virtual Event

NEVADA CITY, CA.  (May 27, 2020) – Wild & Scenic Film Festival’s “Foodie Films” will be showcased in a Live Virtual Event on the evening of Friday, June 5th in partnership with BriarPatch Food Co-op. The event will feature a selection of past Wild & Scenic Official Selections relating to food and farming.

These films will be broadcast live online to allow audiences to enjoy them from the comfort of their home.  The event is being provided for free, and donations are welcomed. Proceeds from this event support the South Yuba River Citizens League (SYRCL).

Wild & Scenic is excited to welcome a number of special guests to the event.  Sierra Harvest Farm Institute Director, Molly Nakahara, will join us for a Q&A session. The evening will also feature a panel discussion about Evolution of Organic with Izzy Martin (CEO of Sierra Fund), Michael Funk (Founder, UNFI), and Amigo Bob Cantisano (Organic Ag Advisors, Heaven and Earth Farm, Felix Gillet Institute) who are all featured in the film.

Once again, the festival is offering a dinner and a movie option. For this event Wild & Scenic has partnered with BriarPatch Food Co-op to offer you a dinner-to-go package that includes take and bake pizza, salad, and cookies to accompany the evening’s entertainment. Seeding Our Future (10 min) – Sierra Harvest educates, inspires and connects families to fresh, local seasonal foods through farm to school education, training the next generation of farmers and supporting low-income families in growing food at home. Soil Carbon Cowboys (12 min) – Many people talk about the cattle business as a big environmental problem. Cattle, when properly grazed, offer solutions to soil health, animal health, human health, water supply and food nutrition. It’s a brave new world, and it’s below our feet.

 

 

 

Evolution of Organic (87 min) – Told by those who built the movement, Evolution of Organic is the story of organic agriculture. A motley crew of back-to-the-landers, spiritual seekers and farmers’ sons and daughters reject chemical farming and set out to explore organic alternatives. NEVADA COUNTY FAIR BOARD POSTPONES 2020 FAIR DECISION

At the Nevada County Fairgrounds Board of Directors meeting Tuesday evening, the decision regarding the status of the 2020 Nevada County Fair was postponed.

The decision comes in light of Governor Newsom’s announcement on Tuesday afternoon that California is moving rapidly into Stage 3 of the reopening plan.

The delay will allow Fairgrounds staff and the Board to conduct fact finding, communicate with State and local public health officials and review any updated guidance regarding mass gatherings.

“We recognize that the Nevada County Fair is a treasured local event and that the cancellation would have an enormous impact on the community,” said Jeanette Royal, Board President of California’s 17th District Agricultural Association.  “Given that, and in light of the Governor’s announcement this afternoon, we need to make a decision based on the most current information available.”

The 2020 Nevada County Fair decision will be considered at the next Fairgrounds Board of Directors meeting, scheduled for Tuesday, June 9, 2020.

The Center for the Arts hosts their first-ever Virtual Annual Meeting and You’re Invited

Each spring The Center for the Arts gathers community members together with an update on the ongoing story of The Center. This year is a little different.  The annual meeting will be held online via zoom offering a pay-what-you-can ticket as well as dinner options from The Ham Stand available for curbside pick-up or home delivery.
The anticipation for this year’s meeting was high as The Center for the Arts was looking forward to welcoming the community into their newly remodeled home for a state-of-the art experience and celebration of their reopening. While COVID-19 restrictions are preventing The Center from inviting everyone to gather, they have found a silver-lining in the ability to broadcast the meeting online and invite a larger audience to celebrate what this community has built.
The Center is excited to offer a Pay-What-You-Can option for anyone in the community interested in attending the Virtual Annual Meeting to learn more about The State of the Center, The Capital Campaign and renovation project, and their plans to reopen through the phases of COVID-19 recovery.  All non-dinner ticket sales are tax-deductible donations as the Annual Meeting also supports Youth Arts and other programs. Calolea Olive Oil Takes Silver and Bronze at Los Angeles International Extra Virgin Olive Oil Competition

Calolea Olive Oil has some very exciting and Good news for 2020 to share with you!!  Luckily, the 2019/20 olive harvest was very bountiful for us in our Foothill region.  Calolea Olive Oil submits their select Olive Oils to Los Angeles International Extra Virgin Olive Oil Competition every year for judging, they are the premier competition. The 2020 EVOO competition received 600 extra virgin olive oils from 300 producers which not only includes national entries but International entries from 16 other countries besides USA!

Upon entry a producer must send their olive oils with current packaging and an olive oil analysis from an accredited Genetic and Diagnostic Biological laboratory. Quality Extra Virgin Olive oil must qualify with low FFA= Free Fatty Acids and several other attributes that we will not bore you with 🙂 Once the olive oil is received into LA Fairplex Olive Oil Department, the oils are judged by blind tastings for accurate flavor profiles, defects and  other nuances, good and bad.  The panel of tasters have their credentials and have undergone specific training for this distinct job. Calolea also submits their oils to The California Olive Oil Council to be tasted, and tested to receive the seal of “Certified Extra Virgin”.
The Award Announcements went out in February 2020, and thank goodness this competition was completed before this pandemic was prolific here in USA, otherwise this may not have happened for the first time in over 20 years of the program.

NEVADA CITY, CA. (May 18, 2020) –  SYRCL’s Wild & Scenic Film Festival is excited to announce “Resilient by Nature” as the Festival’s 2021 theme and guiding vision for our flagship event, Official Selections, public programs, and On Tour program for the coming year.

Resilient by Nature is a reminder that, as individuals and communities, we are inherently resilient, drawing on our strengths, talents, and lived experiences to innovate and inspire positive change for a better world. Our theme is also a call to look to nature as a model for resiliency and seek to create solutions to environmental challenges through nature-inspired designs and strategies.

The festival is also pleased to open Film Submissions with an initial Early Bird deadline of May 29, 2020.

At SYRCL’s Wild & Scenic Film Festival, environmental and adventure films are showcased that illustrate the earth’s beauty, the challenges facing our planet, and the work communities are doing to protect the environment. Through these films, Wild & Scenic both informs people about the state of the world and inspires them to take action.

Wild & Scenic Film Festival plans to host a live, in-person flagship event in Nevada City and Grass Valley, from January 14-18, 2021. The festival is closely monitoring public health and safety recommendations and will adhere to official mandates. If unable to hold an in-person event, the contingency plan will involve holding a virtual festival and screening Official Selections digitally.

Wild & Scenic welcomes the submission of shorts and features about nature, community activism, conservation, intentional adventure, health, water, energy, climate change, wildlife, environmental justice, food, and farming. Local venues have been hit particularly hard since the onset of COVID-19 as all operations had to immediately cease.  Here is an updated message from The management at The Foothills Event Center regarding our availability to the community during COVID-19.

Life in our Foothills Community certainly has changed over the last few months. Every aspect of our lives has been affected, and we are all adjusting to a new normal. While the health of our Foothills Team and the people we serve remains our top priority, we also know we have a responsibility to support our community as we slowly begin the phased reopening of Nevada County and the State of California.We have offered both federal and state governments, as well as our local Sierra Nevada Memorial Hospital and Dignity Health the use of the Foothills Event Center, should it be needed for emergency services. We want to serve in any way we can.

When we are able to reopen for meetings, gatherings, and social events, we will do so with safety as our top priority. We have modified our cleaning and sanitizing procedures and will continue to seek counsel for improvement from the federal and state governments, as well as the CDC.The message that every one of our Team Members would like to communicate to you is this: “We miss you and are eager to continue helping you plan your meetings and events! As soon as we are able, we will welcome you back safely.”

We are continuing to assist those with events planned for late summer and beyond through a variety of virtual options, including online planning and purchasing tools, video conferences, screen sharing, and simple phone calls. We can complete all necessary paperwork using electronic signatures. While our approach is slightly different than what we have done in the past, people can continue to count on us to use all of our resources to help them plan all types of events, from weddings to memorial services, business meetings and non-profit fundraisers. Just because we can’t gather today, doesn’t mean we have to stop planning for the future!

To help reinforce social distancing guidelines when we are able to reopen, we are creating new floorplans and incorporating new procedures for events. Because the health and safety of our Foothills Team and communities are our top priority, we will continually re-evaluate our procedures to comply with recommendations. That way, we can ensure that everyone is equipped with the appropriate equipment and our facilities remain safe and welcoming spaces.

We all have a great sense of pride and ownership in the community we serve. This ongoing national health crisis only strengthens our commitment and our desire to continue to serve Nevada County with the same high levels of care and dedication you’ve seen in the past. Our thoughts and prayers go out to all families, friends, and communities impacted by the COVID-19, please know that we are here to serve our community in any way we can.

USDA to Provide $1 Billion in Loan Guarantees for Rural Businesses and Ag Producers

USDA to Provide $1 Billion in Loan Guarantees for Rural Businesses and Ag Producers

WASHINGTON, D.C., May 21, 2020 – U.S. Secretary of Agriculture Sonny Perdue today announced that the Department is making available up to $1 billion in loan guarantees to help rural businesses meet their working capital needs during the coronavirus pandemic. Additionally, agricultural producers that are not eligible for USDA Farm Service Agency loans may receive funding under USDA Business & Industry (B&I) CARES Act Program provisions included in the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

“Under the leadership of President Trump, USDA is committed to being a strong partner to rural businesses and agricultural producers and being a strong supporter of all aspects of the rural economy,” Secretary Perdue said. “Ensuring more rural agricultural producers are able to gain access to much-needed capital in these unprecedented times is a cornerstone of that commitment.”

In addition to expanding eligibility to certain agricultural producers, the changes Secretary Perdue announced today allow USDA to:

  • Provide 90 percent guarantees on B&I CARES Act Program loans;
  • Set the application and guarantee fee at two percent of the loan;
  • Accept appraisals completed within two years of the loan application date;
  • Not require discounting of collateral for working capital loans, and
  • Extend the maximum term for working capital loans to 10 years.

B&I CARES Act Program loans must be used as working capital to prevent, prepare for or respond to the effects of the coronavirus pandemic. The loans may be used only to support rural businesses, including agricultural producers, that were in operation on Feb. 15, 2020.

USDA intends to consider applications in the order they are received. However, the Department may assign priority points to projects if the demand for funds exceeds availability.

USDA announced the expanded B&I CARES Act Program authorities in a notice published in the May 21 Federal Register (PDF, 217 KB). Program funding expires Sept. 30, 2021.

Eligible applicants may contact their local USDA Rural Development State Office in the state where the project is located.

USDA is developing application guides for lenders and borrowers on the B&I CARES Act Program. The Agency also will host two webinars to provide an overview of program requirements.

Announcing The Center Space Sharing Initiative

The Center for the Arts launched a space sharing initiative to provide relief for local nonprofits and artists. John and Audry Agle generously provided the seed money which will allow The Center to designate $25,000 of the Art Center Emergency Fund to create space sharing grants to help nonprofits and artists in the community. The grants can be applied towards venue rental fees at The Center for the Arts in 2021.

“COVID-19 has hit the arts and culture segment especially hard and we know that it will be more important than ever for us to work together to create events and experiences for the community to come together when we are able.” Executive Director, Amber Jo Manuel. The Art Center Emergency Fund was established to get The Center through three months of show cancellations due to COVID-19, and to preserve this community’s investment in the arts. The Center’s Space Sharing Initiative fortifies the organization’s ability to continue to serve other non-profits and artists.

Manuel emphasized that The Center for the Arts is committed to supporting a vast array of artistic endeavors in their newly renovated venue. “We value our local organizations and artists as vital contributors to the recovery and renewal of our community. It is crucial that we help them to survive these times.”

Artists and organizations interested in bringing people together in 2021 to celebrate, raise funds, raise awareness, and/or share an artistic experience at the newly renovated Center can apply for a space sharing grant at thecenterforthearts.org.

Arthouse theaters are finding new ways to reach their audiences during the COVID-19 Crisis

The Onyx Theatre is offering a way to enjoy their creative selection of indie films and documentaries online from your own home during their temporary suspension of in theatre viewing. In a unique partnership with some of the very best in art house film distribution, the Onyx At Home is able to provide film-lovers with a way to watch new release titles at home while directly supporting the Onyx Theatre.

We all know that watching movies together at a theatre is best, but until we can get back onto those comfy theatre seats in front of a big screen, viewers can take this opportunity to enjoy some streaming options that support local business and their employees, as well as the arts. Director Christopher Nolan speaking with the Washington Post, reminds us that movies are “a vital part of social life, providing jobs for many and entertainment for all.”

When you watch films via Onyx At Home, the cost of the digital “ticket” is split between the film distributor and the Onyx—just like with a ticket purchased at a box office. The Onyx Theatre is dedicating proceeds from online streaming to help defray the cost of maintaining operations while temporarily closed.

Three films are currently available for online streaming with ongoing film screening options to continue through the shelter-in-place order. Ticket prices vary per distribution agreements. UP FROM THE STREETS: NEW ORLEANS, THE CITY OF MUSIC

A feature length documentary that looks at the culture of New Orleans through the lens of music. New Orleans has a distinct history as a result of its political and social history. There is a thread that runs through the city that can be heard from the drumming at Congo Square in the 1700’s through to today’s vibrant music scene. The music of this city is a powerful form of expression. It was a vehicle to communicate a desire for freedom, express frustration of the injustices of segregation and Jim Crow laws, a healing force that helped bring the city back from the devastation of Hurricane Katrina, and is still a vital form of expression against ongoing cultural & racial biases. Executive Producer Terence Blanchard and Director Michael Murphy, show how the culture of the city is reflected in its music, how music impacts culture; and how even in the darkest of times, music lifts and unites.

A portion of the proceeds from every ticket sold will be donated to The New Orleans Jazz & Heritage Foundation’s Jazz & Heritage Music Relief Fund, a statewide relief fund created to support Louisiana musicians and music industry workers whose livelihoods have been adversely impacted by this unprecedented crisis.

THE CORDILLERA OF DREAMS

It centers on the imposing landscape of the Andes that run the length of the country’s Eastern border. SUMMARY

The Nevada County Grand Jury has the authority to investigate the functions of special districts within Nevada County. The 2018-2019 Nevada County Grand Jury investigated the management of 24 Nevada County independent special districts and issued a report titled Special Districts What the Public Should Know. Two other related reports were the 2018-2019 report titled A Path to Transparency for Special Districts and a 2018-2019 report titled Special Districts’ Compliance with Brown Act and Ethics Laws. This report is a follow-up to those reports to evaluate whether those districts took action to improve their compliance with legal requirements and to improve their transparency to the public.

Special districts are forms of local government designed to provide services and infrastructure to their communities and are governed by boards selected by the residents they serve. Special districts benefit from the community knowing about them and participating in them so that the district can better provide their services to those citizens.

This report describes the various types of special districts and some of the implications of the differences. It describes the duties of the governing boards and their statutory requirements. Responsibilities of the citizens that reside within those districts are also described.

The 2019-2020 Nevada County Grand Jury (Jury) prepared follow-up surveys to evaluate special district performance relative to deficiencies identified in the 2018-2019 surveys. The self-reported data contained in this report was received in October and November of 2019. Although the survey data was self-reported the Jury validated selected information provided by reviewing websites, reviewing public records, and conducting interviews. The financial data was verified through the Auditor-Controller website in January 2020.

This report contains an individual analysis of each special district and when available provides:
• the district mission
• when formed
• board composition and term limits
• board compliance with training and conflict of interest reporting requirements
• district policies
• financial budget and audit filing status
• availability and content of a website
• code of conduct
• reimbursement policy

As a result of this investigation, the Jury identified 30 deficiencies from 13 of the special districts. The areas of concern were: 1) compliance by members of boards with requirements for ethics training under California Govt. Code § 53234 (AB 1234), filing of Statement of Economic Interests (Form 700), and compliance with the Ralph M. Brown Act (Gov. Code §54950 et. seq.) (Brown Act) training; 2) meeting the requirement that special districts have a written reimbursement policy; 3) meeting the requirement that special districts have a written conflict of interest policy; 4) meeting the requirement that special districts have a written code of conduct; 5) meeting the recent requirement that special districts have a website or an exemption; and 6) meeting the requirement for timely submission of certified financial audits to the Nevada County Auditor- Controller’s Office. The Nevada County Grand Jury is an investigatory body with the authority to act as a watchdog on local government, investigates citizen complaints, and assist in criminal matters at the request of the district attorney.

The Superior Court of California, County of Nevada is seeking applications from Nevada County citizens interested in an opportunity to serve on the 2020-2021 Grand Jury.

In order to meet the minimum qualifications for service on the Grand Jury, applicants must be United States citizens who are 18 years of age or older and who have resided in Nevada County for a minimum of one year immediately prior to becoming a grand juror. Service on the Grand Jury requires a substantial investment of time, usually 40-50 hours per month.

McCourtney Road Transfer Station to Reopen Additional Services

Household Hazardous Waste and Metals will be accepted beginning May 20

GRASS VALLEY, Calif. – MAY 15, 2020 – McCourtney Road Transfer Station will begin to accept
household hazardous waste (HHW) and metals drop offs beginning Wednesday, May 20.
Customers are asked to follow enhanced safety procedures when accessing McCourtney
Road Transfer Station and the HHW and Metals drop off areas.

In addition to a facility-wide requirement to wear masks, customers utilizing the HHW and
Metals drop off areas are required to:

  • Always stay in vehicle unless directed otherwise by staff.
  • Have HHW and metals materials in pickup bed, unlocked trunk or hatchback for staff to
    easily access and remove materials. Staff will not remove materials from back seats.
  • Lower car window no more than three inches when conducting verbal questionnaire for
    HHW drop off. Please keep mask on when answering questions.

These rules have been put in place to minimize direct contact between employees and
customers at McCourtney Road Transfer Station.

Acceptable HHW items: aerosol cans, propane tanks (large for grills and smaller camping
versions), household cleaners, herbicides, pesticides, insecticides, oil filters, oil, gasoline,
cooking oil, paints, batteries and automotive chemicals.

Items not accepted: ammunition, asbestos, biohazards, compressed gas cylinders, treated
wood and medications.

The metal drop-off accepts all material comprised of 85 percent metal including tire rims,
fencing, golf clubs, lawn mowers (remove fluids), BBQs and playground sets.
McCourtney Road Transfer Station continues to accept trash, green waste and commingled
recycling.

Customers are encouraged to visit wm.com/alerts for detailed and up-to-date information about
